A proposed state initiative that could raise auto insurance rates for millions of Californians will be on the November ballot.
California Secretary of State Debra Bowen says the measure, sponsored by auto insurance giant Mercury Insurance, got enough signatures to qualify for the ballot.
The measure joins two others already on the November ballot:
? A multi-billion dollar water bond measure that could lead to construction of the peripheral canal to take water around the Delta to San Joaquin Valley farmers and to Southern California. This was placed on the ballot by the Legislature; and
